Cheryl A. Roberts
CHERYL ROBERTS joined Rapport Meyers of Counsel in April 2011. After graduating from law school, Ms. Roberts spent 5 years working on Capitol Hill staffing members of the United States House of Representatives on the Energy & Commerce Committee and serving as Chief Counsel to the Civil Service Subcommittee on the House Post Office and Civil Service Committee. Later she served as a Counsel to the United States Senate Environment and Public Works Committee during Senator John Chafee's Chairmanship. While on the Hill, Ms. Roberts's environmental work focused on Hazardous and Solid waste regulation under the Federal Superfund and Resource Conservation and Recovery Acts. She also worked on reauthorization efforts of the Clean Air Act, Clean Water Act and Safe Drinking Water Act.
After leaving the Hill, Ms. Roberts was a lobbyist and speechwriter for the Environmental Defense Fund and later spent 3 years as a private school Administrator and Development Director in Connecticut before resuming her legal career in New York. Since 2003, Ms. Roberts has represented individuals, citizen groups and nonprofit organizations on various environmental matters. She has assisted in the representation of the Hudson Valley Preservation Coalition in the successful effort to defeat the St. Lawrence Cement Greenport Project; the Catskill Preservation Coalition in their efforts to eliminate or mitigate adverse environmental impacts related to the proposed Belleayre Resort at Catskill Park; the Adirondack Council, Open Space Institute, Adirondack Mountain Club, Audubon New York and other groups in their efforts to overturn Dillenburg v State of New York, a matter critical to the protection of the Adirondack and Catskill Forest Preserves; and the Natural Resources Defense Council, Scenic Hudson, Sierra Club Atlantic Chapter, Riverkeepers, and other groups as Amicus Curiae in the landmark 2009 SEQRA organizational standing case of Save the Pine Bush v City of Albany.
Currently, Ms. Roberts serves as Corporation Counsel to the City of Hudson, New York. In that capacity, she advises the City's Zoning Board of Appeals, Planning Commission and Historic Preservation Commission and has also served as counsel to the City's Common Council and Special Counsel to the City's Waterfront Advisory Committee. Ms. Roberts has drafted many local laws for the City of Hudson including proposed comprehensive zoning amendments for the City's waterfront. Since 2005, she has played a substantial role in the development of the City's Local Waterfront Revitalization Program.
In addition to her environmental and municipal practice, Ms. Roberts represents individuals on Vehicle and Traffic Violations and misdemeanors in local criminal court and also represents businesses seeking to obtain or maintain a liquor license before the NYS Liquor Authority.
Ms. Roberts received her Juris Doctorate from Rutgers University Law School in Camden, New Jersey in 1988, and her undergraduate degree in Environmental Planning and Design from Cook College, Rutgers University in 1995. She is admitted to practice law in New York and Pennsylvania.
